A working document dated Tuesday 28 July, a copy of which EUROPE has seen, gives details of the programme-based allocations in the agreement on the Post-Covid-19 Economic Recovery Plan and the EU’s 2021-2027 Multiannual Financial Framework (MFF) (see EUROPE 12532/2).
The purpose behind the document is to facilitate negotiations between the Council of the EU and the European Parliament on the financial package, which, at 2018 prices and in commitment appropriations, represents €1.8243 trillion. This amount is divided between allocations for the Recovery Plan (€750 billion) and the 2021-2027 MFF (€1.0743 trillion).
At current prices, the total budget comes to €2.0179 trillion, including €1.2108 trillion for the 2021-2027 MFF and €807.05 billion for the Recovery Plan.
Recovery Plan. At 2018 prices, the €750 billion is distributed as follows, in accordance with the various MFF programmes: €672.5 billion under the Recovery and Resilience Facility, €47.5 billion for REACT-EU, €7.5 billion under Rural Development, €10 billion under the Just Transition Fund, €1.9 billion under RescEU, €5.6 billion under InvestEU and €5 billion under the Horizon Europe research programme.
The table shows that the heading in the EU budget with the most funds under the Recovery Plan is Heading 2 - ‘Cohesion, Resilience and Values’ - with a total of €721.9 billion.
MFF. The EU Health Programme is allocated an annual budget of €239 million and a total budget of €1.67 billion.
The European Regional Development Fund (ERDF) receives €200.36 billion and the Cohesion Fund €42.5 billion. In total, cohesion policy has a budget of €330.2 billion (excluding the €47.5 billion for the Recovery Plan).
The amounts for the Common Agricultural Policy (CAP) are €258.59 billion for direct aid and market expenditure and €77.85 billion under the second pillar of the CAP (rural development). The CAP receives a total of €336.4 billion (see EUROPE 12533/2).
Under Heading 4 - ‘Migration and Border Management’ - €9.78 billion is earmarked for migration and asylum and €12.18 billion for border management.
Heading 5 - ‘Security and Defence’ - includes €7.014 billion for the European Defence Fund and €1.5 billion for military mobility.
Under Heading 1 - ‘Single Market, Innovation and Digital’ - the Horizon 2020 programme receives €82.65 billion (not including the €5 billion under the Recovery Plan).
Heading 6 - ‘Neighbourhood and the World’ - receives €98.4 billion, €70.8 billion of which is for the Neighbourhood, Development and International Cooperation Instrument and €9.76 billion for humanitarian aid. The Common Foreign and Security Policy (CFSP) is allocated €2.375 billion.
The amount for Heading 7 (Administration) is €73.1 billion.
