On Thursday, 19 March, Turkey initiated a dispute with the European Union in the World Trade Organisation (WTO), requesting consultations on the EU’s safeguard measures on its imports of steel products.
According to Istanbul, these measures and the European Commission’s investigation leading to their imposition are incompatible with WTO rules.
In response to the US tariffs on steel, the EU has been applying definitive safeguard measures on steel since February 2019 to prevent any diversion of steel exports to the European market (see EUROPE 12185/4). As a result, 26 categories of steel products are subject to a tariff quota until July 2021, a quota which was very quickly filled by Turkey. Beyond this quota, products are subject to a 25% duty upon entry into the European market. (Original version in French by Hermine Donceel)
