EU home affairs ministers failed on Friday 13 March to reach agreement on the EU Council's strategic guidelines for the next five years in the field of justice and home affairs.
Ministers had a lengthy discussion, behind closed doors, during which changes were requested to the version dated 2 March (see EUROPE B12440A9), according to a European source. Several proposals were then formulated and presented to the Ministers. However, two Member States were unable to support the text, she said.
