18/12/2018 (Agence Europe) – Member States' ambassadors to the EU (Coreper) are expected to decide, on Wednesday 19 December, on consulting the European Parliament again on the recast of the ‘Brussels II bis’ Regulation on judgments in matrimonial matters, parental responsibility and international child abduction (see EUROPE 11584), given the “substantial changes” made by the Council of the European Union to the European Commission's initial proposal. As a reminder, on 7 December the Council reached political agreement in principle on the substance of this far-reaching reform presented in 2016, for which unanimous agreement was required. Work on the Regulation’s annexes and recitals will nevertheless continue under the Romanian Presidency of the Council and, in the meantime, the Council wishes to consult the Parliament again, which gave a favourable opinion in January ( "as a precaution," a European source indicated.
