Parliament's concern at Commission's lack of ambition about transport section of CEF 2021-2027

In their draft European Parliament report on the structure of the Connecting Europe Facility (CEF) 2021-2027, Marian-Jean Marinescu (EPP, Romania), Henna Virkkunen (EPP, Finland) and Pavel Telička (ALDE, Czech Republic) that the European Commission’s proposal of 6 June does not envisage a larger budget for the instrument’s transport aspects (see EUROPE 12035)

The rapporteurs of the Parliament’s transport committee go in the direction of the resolution voted upon by Parliament at the end of May, which also demands more money for transport, notably in respect of investing in the trans-European transport network (TEN-T) (see EUROPE 12031).

The three MEPs thus call for the funding from the main budget and that allocated to transport in the Cohesion Fund to be kept at least at the level of 2014-2020, although they do not recommend increasing the proposed amount of the overall budget allocated for transport, which is €30.6 billion.

The rapporteurs feel that blending operations assuming financial support from the European Union and third party support should not account for more than 10% of the overall funding for transport.

The European Commission proposes here to support military mobility for the first time following the publication of specific action plan in March (see EUROPE 11991), but Marinescu, Virkkunen and Telička suggest that the Commission should adopt by 31 December 2019 delegated acts identifying key lines of work and priority projects to this end.

Finally, where the Commission envisaged in an annex to its proposal a detailed division of funding for transport (60% of resources for networks and 40% for smart, sustainable and inclusive mobility), rapporteurs suggest dropping this division.  (Original version in French by Lucas Tripoteau)
