Stakeholders divided on first mobility package votes in Parliament

Civil society organisations working in the transport sector have given a mixed reaction to the European Parliament vote on Wednesday 4 July to the first mobility package rejecting the amended reports on postings, resting and driving time and cabotage (see EUROPE 12055)

Speaking on behalf of the transport trade unions, the European Transport Workers’ Federation (ETF) alluded to, “a major victory in the long-running saga of the EU Mobility Package”. In a reference to the compromise voted on 4 June during the EP transport committee (see EUROPE 12034), Frank Moreels, the President of the organisation previously had concerns that Parliament would adopt “disastrous positions”. 

The International Road Transport Union (IRU), however, said that it was “concerned” by these results and that they represented “a missed opportunity to provide a balanced and practical framework for further negotiations with the Council and the Commission”. 

The European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT) was more explicit and regretted that there had been “no majority for the TRAN compromise on the market and social issues”.  The latter also pointed out that it wanted the international transport sector to be excluded from the rules on postings.
