Merkel in trouble as European summit agreement fails to convince

German Chancellor Angela Merkel was trying on Monday 2 July to convince Home Affairs Minister and Bavarian coalition partner Horst Seehofer that the outcome of the recent European summit would make it possible for Germany to conduct a tougher migration policy at its borders while avoiding any unilateral measures undoing the European response painstakingly ground out by the 28 member states to the migration challenge.
