In an ad hoc report published on Tuesday 10 April, the European Commission for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) of the Council of Europe took note of the consistent efforts made by Italy to rescue and house refugees arriving by sea. However, it also flags up a number of shortcomings and reiterates the need for a coordinated European approach.
