European Commission says 2013 recommendation on collective appeal systems is of little effect

Does this prove that a recommendation to EU member states is not enough?  In a report published on Friday 26 January, even the European Commission admitted that there had been little impact from its recommendation of 11 June 2013 on common principles for injunctive and compensatory redress mechanisms in member states.
