Fragile agreement of principle at Council of EU on modalities for electricity capacity mechanisms

On Monday 18 December in Brussels, EU Energy Ministers won a hard-fought fight to obtain a political agreement in principle ('general approach’) based on a fragile agreement on the hugely difficult question of capacity mechanisms.
