Council of the EU. ‘Agriculture and Fisheries’ Council. *Agriculture: - International trade: negotiations underway with Mercosur and Mexico ahead of the WTO ministerial conference (Buenos Aires, 10-13/12). – Use of soils and pesticides in a way that is compatible with sustainable development (Commission report on national action plans) and maintaining a high level of production whilst ensuring sustainable management of soils (following on from the high-level conference on the subject – Tallinn, 4-6/10). - Any other business: Results of the “Products of the same quality for all” summit (Bratislava, 13/10); results of the meeting of the Visegrad group (+ Bulgaria and Romania) on the ‘renewable energies’ directive and joint statement by this group (+ Bulgaria, Croatia, Romania and Slovenia) on the BIOEAST initiative.

Eurogroup. – Banking Union: discussions on the evolution of the ESM and finalising Banking Union (setting in place the EDIS deposit insurance system); - presentation by the chair of the Single Supervisory Board, Danièle Nouy, of the banking supervision activities of the bank since April of this year and presentation by the chair of the Single Resolution Board, Elke König, of the Board’s resolution plan activities in recent months. – Meeting of 27 to prepare for the December Eurozone summit (deepening the EMU): simplification of the regulatory framework of the Stability Pact. – Greece: launch of the third monitoring mission of the third Greek bailout plan. – Growth and employment: discussion of practices for public investment in education to develop new skills and employability in relation with discussions on the quality and effectiveness of public spending. – Launch of the procedure to appoint the new President of the Eurogroup.

Activities of the committees (to 09/11). – LIBE: vote on the SIS II (Schengen Information System II) package and debate on the rule of law situation in Poland (06/11). – ENVI: debate on the draft legislative report on CO2 emissions from heavy vehicles (06/11). – EMPL-ITRE: joint debate of both committees on the EU pilot project on the future of the manufacturing industry in Europe (06/11). FEMM: debate on the most recent update of the gender equality index (06/11). – ITRE-ENVI: conference on clean energy hosted jointly by the Commission and the Parliament with the participation of both committees (07/11).
Tuesday 7 November
Brussels. Council of the EU. ‘Economic and Financial Affairs’ Council. – VAT: approval of the revision of the VAT rules to support electronic trade and online businesses. – Financial monitoring and integration of the capital markets: examination of the Commission’s proposals in this area. – Budget: presentation of the report of the Court of Auditors on the management of the EU budget 2016. – Any other business: EU statistics (report of the European Statistical Governance Advisory Board) and preparation for the autumn meeting of the G20 and the IMF.
Tallinn. Informal EU/USA ministerial meeting on space. Various subjects related to earth observation in Europe post- 2020.

Weekly meeting of the College of Commissioners. – Preparations for the social summit of Gothenburg (Sweden) (Juncker). – Energy/climate package/mobility package (including a revision of the directive on the promotion of clean vehicles, a revision of the directive of the Council concerning common rules for certain combined transport of goods and revision of the regulation on private cars and light vans) (Sefcovic).

Luxembourg. *Court of Justice of the EU. #Judgments: - C-306/16 (Maio Marques da Rosa – does workers’ weekly rest time have to be given on the days following six days of consecutive work or on any day within a seven-day period?). – C-98/15 (Espadas Recio – compatibility with EU law of system used in Spain to determine the calculation base for the unemployment benefit of vertical part-time workers). #Conclusions: - C-359/16 (Altun e.a. – In the event of fraud, can a national jurisdiction not apply the E101/A1 certificate issued in the EU to posted workers?). – C-414/16 (Egenberger – does a church’s refusal to employ an individual because he or she has no religion constitute discrimination?).

Council of the EU. ‘Foreign Affairs’ Council. – Trade: discussion of the principal developments and prospects ahead of the WTO ministerial conference (Buenos Aires, 10-13/12) and discussion on the main trade agreements under preparation (Mercosur and Mexico). – Any other business: Commission’s presentation of a report on the implementation of the free-trade agreements; stock-take on preparations for the free-trade agreement with Japan and applications of chapters of the EU free-trade agreements on sustainable development.
