In her speech to the European Parliament on the “Dieselgate” affair on Wednesday 13 September, the Commissioner for the Single Market and Industry, Elżbieta Bieńkowska, launched an appeal to Member States not to authorise the registration of diesel cars that have not been upgraded by automobile manufactures.
