Informal meeting of the Agricultural and Fisheries Ministers (03-05/09). – Stock-take on the 2003 CAP reform concerning the management of risks to farmers and the tools to do so. – Increase in the level of the crisis reserve and accumulation of these totals over the years at national or EU level. – Direct payments as a tool to manage and cover risks to farmers: should some of these payments be channelled into the risk management fund and should this be voluntary or compulsory for farmers?

Activities of the committees. – CONT: vote on the opinion on the EU budget 2018, opinion on the creation of joint companies based on organics and the opinion on measures to protect whistleblowers; workshop on problems in the implementation of the joint provisions on the structural, agricultural and fisheries funds (delays in new programmes and operational projects 2014-2020). – LIBE: debate with Commissioner Avramopolos (Justice, Home Affairs) and the Director of EU-LISA on progress in improving the operability of the information systems of the EU. – IMCO: examination of the report on the governance and reforms of the regulated professions. – FEMM: workshop on increasing women’s participation in the employment market. – SEDE: debate on the draft report on the implementation of the CSDP and any revision of it; public hearing on “Developments in security in the post-soviet space, particularly in Ukraine and Belarus”.

Weekly meeting of the College of Commissioners. – Migration agenda and Security Union: 15th report on relocation and resettlement (Timmermans); fifth report on the implementation of the European border guard and coastguard agency (Timmermans); seventh report on progress made in the implementation of the EU-Turkey declaration (Timmermans); fifth report on the Partnership Framework on Migration (Timmermans/Mogherini); 10th progress report on the Security Union (Timmermans). – Guideline debate on the EU trade policy following the reflection document on ‘globalisation under control’ and the opinion on the agreement with Singapore of the Court of Justice of the EU (Timmermans/Katainen).

C-6/16 (Egiom and Enka – Refusal by the French tax authorities to exempt dividends paid by a company established in France to a company in another member state on the grounds that the latter is controlled by a company established in a non-EU country and has not proven the absence of tax abuse).
