Despite US uncertainty, EU hoping for progress in Bonn on implementing Paris Agreement

The European Union is hopeful of significant tangible progress on implementation of the Paris Agreement at the expert-level international climate negotiations which resume next week in Bonn (8-18 May), despite the uncertainty still surrounding the position the Trump administration will adopt with regard to the commitments made by their predecessors on the universal climate agreement.

This session, devoted to discussions on the rules for implementing the Paris Agreement, from transparency rules to how to finance climate action, marks the start of preparation for COP 23, to be held at the end of the year (6-17 November 2017) in Bonn, under the presidency of Fiji, a small island state particularly vulnerable to climate change which does not have the capacity needed to host the international community.

What the EU is looking for is significant progress on the rulebook for implementing the Paris commitments, such as establishing robust transparency and accountability rules and detailing the 5-year cycle aimed at helping countries make progressively more ambitious contributions”, DG Climate of the European Commission said on Friday 5 May. The EU is also hoping that solid foundations will be laid for the “facilitative dialogue'” to be held in 2018. This event will take stock of parties’ collective efforts towards the agreed emissions reductions goals.

The European Commission has announced that, on 12 May on the sidelines of the meeting in Bonn, it will host an event on “Delivering the EU contribution under the Paris Agreement - The implementation of the 2030 climate and energy framework”.  (Original version in French by Aminata Niang)
