Luxembourg, 20/06/2016 (Agence Europe) - On Monday 20 June, the EU's foreign affairs ministers stated in conclusions that the EU is committed to supporting Burma/Myanmar's “remarkable” transition through the full use of all instruments at its disposal.
“Myanmar is at a turning point. With these Council conclusions, the EU reaffirms it strong commitment to accompany the country along its democratic path and to support reform efforts of the government”, High Representative of the EU for Foreign Affairs and Security Policy Federica Mogherini stated in a press release.
In its conclusions, the Council says that the EU will expand its engagement with all stakeholders, “including the military”, to support Burma/Myanmar and its new civilian government “on its path to become a vibrant democracy with full respect for the rule of law and fundamental human rights”. The Council highlights the need for constitutional reform, and economic and labour market reforms. These reforms can help make the country an attractive trade and investment partner, the EU foreign ministers add.
The EU encourages the government of Burma/Myanmar to continue bringing all existing legislation into line with international law and standards. The Council calls on the government to protect minority rights “through a comprehensive approach including by efforts to reduce poverty and ensure inclusive development”. “Restrictions on the freedom of movement should be lifted, and unimpeded access to basic services should be ensured for all”, the EU foreign ministers add.
Judging that the Burmese transition cannot succeed without putting an end to conflict, the Foreign Affairs Council states that fighting has to cease immediately and disputes need to be resolved through negotiation. It hails the fact that the Burmese government has made peace and national reconciliation a priority.
In addition, the EU's foreign ministers ask High Representative of the EU for Foreign Affairs and Security Policy Federica Mogherini and the European Commission to work in close collaboration with the member states on implementing the priorities set out in the joint communication on Burma/Myanmar that was adopted on 1 June - a communication that they furthermore welcomed.
