Brussels, 01/04/2016 (Agence Europe) - The Committee for Civil Aviation Security (AVSEC) has called for a risk-based approach to determine appropriate measures for each airport, and for a balance to be struck between security of the premises and fluidity of travel.
The main principles to be observed in aviation safety measures are “proportionality, effectiveness and a risk-based approach”, said Jakub Adamowicz, European Commission spokesperson for transport, on Friday 1 April, the day after the meeting of AVSEC in Amsterdam, which was called in the wake of the terrorist attacks on Brussels (see EUROPE 11522). He listed the principal results of the work carried out by the European experts: - revision of security measures in landside areas at EU airports, with the Commission pledging to facilitate exchanges of best practice in this; - emphasis on the exchange of information and the application of legislation in line with the conclusions of the extraordinary meeting of the European Home Affairs Ministers of 24 March (see EUROPE 11519); - the importance for all competent authorities of carrying out a risk assessment at local level in order to identify security measures in airport spaces which are not already covered by the most appropriate possible checks in light of the risks run.
Meeting of land transport security experts. Adamowicz announced that the European rail and underground railway security experts will be meeting on Monday 11 April.
This dossier has been included on the agenda of the informal Transport Council to be held in Amsterdam on Thursday 14 April. (Original version in French by Mathieu Bion)
