On 3 April, High Representative of the EU for Foreign Affairs and Security Policy Catherine Ashton told the European Parliament that she was soon going to appoint a personal special envoy to Libya. The envoy's mission will especially be to talk to the Libyan authorities and to bring international actors together “to try and support the needs of the Libyan people”, she said. Neither the name of the envoy, nor the mandate have yet been defined, a European source told EUROPE on Monday 7 April. “We need to try and again deliver support to the Libyan authorities to allow them to cement their democracy and create a functioning state. We cannot allow terrorists to gain a foothold in that territory”, Ashton told MEPs. (CG)
