Brussels, 28/10/2013 (Agence Europe) - On Monday 28 October, the Special Committee on Agriculture (SCA) approved the political agreement on the interim measures (2014) for the reformed common agriculture policy (CAP) (see EUROPE 10950 for details). The European Parliament is to adopt this text on 20 November, and the Council will do likewise in December. On 20 November, the Parliament will also adopt the four regulations on the reform of the CAP, which the Council will adopt in December. In addition, the presidency has noted the existence of a qualified majority in favour of the proposal to reduce the 2013 direct aid (reduction of 2.45%, excess from €2,000) in application of the principle of financial discipline (see EUROPE 10944). Several countries pointed out that they were in favour of a threshold of €5,000 (Italy, Greece, Cyprus and Portugal) and that they would therefore be abstaining from the formal vote. Poland will go so far as to vote against it. (LC/transl.fl)
