Air incident report - TRAN supports rules review

Brussels, 17/09/2013 (Agence Europe) - The European Parliament committee on transport (TRAN) is giving broad support to new rules relating to the reporting of civil aviation incidents (amendment of Regulation No996/2010). A very large majority of MEPs (42 for, 1 against, no abstentions) adopted the report by Christine de Veyrac (EPP, France) on Tuesday 17 September. De Veyrac explained the interest of systems for inquiring into and analysing air incidents, saying: “Events can be considered minor but an unfortunate and dangerous combination of several incidents can lead to a tragic accident. Recent crashes are proof of the fact that one should never be content with existing security systems and that prevention of such accidents plays a key role” (our translation). On one hand, she said there must be “an atmosphere of trust” in the aviation industry so that personnel are encouraged to report incidents to their superiors. Employees concerned will no longer have to fear pressure or sanctions from those above them or from the courts. Also, cooperation between member states and the national safety authorities must be as great as possible in order to obtain a more precise idea of the risks for air safety. Airline pilots and crew members, speaking through the European Cockpit Association (ECA), welcomed this approach by the TRAN committee. (MD/transl.jl)
