MEPs call for several chapters to be opened

Strasbourg, 18/04/2013 (Agence Europe) - On 18 April, MEPs called on the EU to open several negotiating chapters with Turkey - particularly chapters 23 (judicial apparatus and fundamental rights) and 24 (justice, freedom and security), saying that the official criteria should allow a clear roadmap to be established, and should give new momentum to the reform process. In the report of Ria Oomen Ruijten (EPP, Netherlands) which they adopted, MEPs also want a reflection to be made on “the importance” of opening negotiations on chapter 15 on energy, “which would be beneficial both to Turkey and to the EU”, Oomen Ruijten underlines. MEPs also call on Ankara to take measures likely to favour the opening of chapter 22 on regional policy.

Need for mutual commitment and reforms. Parliament underlines that with mutual commitment, and in the framework of clear objectives, Turkey and the EU could make their dialogue progress, reach a mutual understanding and bring positive changes, and the Parliament believes it is necessary to renew this commitment. Among other things, MEPs want greater coordination on foreign policy. They reiterate their firm support for the reunification of Cyprus.

MEPs appreciate the “positive steps” in terms of judicial reform, with the adoption of the fourth package, Oomen Ruijten underlined. They also encourage the constitutional consultative committee to continue its work and to examine issues concerning the separation and balance of powers, relations between the state, society and religion, an inclusive system of governance guaranteeing fundamental rights for all and an inclusive concept of citizenship. Ankara must adopt the action plan for human rights, MEPs underline, and they also stress the urgent need for global legislation against all discrimination. In addition, they emphasise freedom of expression and pluralism of the media.

MEPs call on Turkey to work towards a political solution with the Kurds. They welcome the peace process that is under way and are concerned at the number of cases against writers and journalists tackling the Kurdish issue and the arrest of figures in connection with the so-called KCK trial. In addition, MEPS highlight the efforts of Greece and Turkey to improve their relations.

Reiterating Turkey's strategic role, Parliament calls on the European Commission and member states to support Turkey in its efforts to deal with the humanitarian side of the Syrian crisis.
