On 13 November, the Council of the European Union approved a memorandum of understanding between the Libyan government and the EU on crisis response and public security. The two parties will cooperate with a view to strengthening the capacities of the Libyan government to respond to crises, and with a view to improving the Libyan police's local risk detection and crime investigation capability. The memorandum also provides for continued efforts on mine clearance and countering the illicit spread of small arms and light weapons. (OL/transl.fl)
