On 9 November, High Representative of the EU for Foreign Affairs and Security Policy Catherine Ashton made several appointments to the European External Action Service (EEAS) and to EU delegations. Roland Schäfer has been appointed director for the Americas, Joelle Jenny has been appointed director for conflict prevention and security policy, Bjorn Larsson has been appointed director for human resources at the EEAS, and Stephen Auer has been appointed director for multilateral relations and global issues. In addition, Peteris Ustubs has been appointed director for West and Central Africa and Sahel coordinator, and Jacek Bylica has been appointed principal adviser and special envoy for non-proliferation and disarmament. At delegation level, Ashton stated her intention to appoint as heads of delegation - subject to the host countries' agreement - Andrew Jacobs in Fiji, Matthias Brinkmann in Iceland, Rupert Joy in Morocco, and Juan Fernandez Trio in Uruguay.
