Brussels, 22/03/2012 (Agence Europe) - On Thursday 22 March, the European Commission sent a reasoned opinion to Finland, Greece and Poland for failure to notify the European Commission of the fact that Directive 2009/28/EC on the promotion and use of energy produced from renewable sources had been fully transposed into their national bodies of law. Member states had until 5 December 2010 to implement the “renewables” directive, the Community regulatory framework set in place in 2009 to help achieve the binding objective of a 20% share of green energy in total EU energy consumption by 2020. If the three member states do not comply with their legal obligation within two months, the Commission may decide to refer them to the Court of Justice. Under the “renewables” directive, each member state has to reach individual targets for the overall share of renewable energy in energy consumption. To reach those targets, member states have to lay down rules, for example for improving the grid access for electricity from renewable energy and for easing administrative and planning procedures. The directive also requires that provisions on guarantees of origin and information and training be set in place. In addition, where biofuels are used to achieve the transport target, these must meet a set of sustainability requirements. (EH/transl.jl)
