The EU Council of Ministers was unable, on Tuesday 17 May, to adopt a decision on the participation of the EU and its member states in negotiations on a legally binding agreement on forests in Europe. Such an agreement would come under both national and EU scope. Discussions will continue at Coreper as the United Kingdom and Sweden are opposed to a legally binding agreement. (L.C./transl.jl)
