EU27 back Catherine Ashton's measures

Brussels, 21/03/2011 (Agence Europe) - At their meeting in Brussels on Monday 21 March, the EU foreign ministers backed the package of measures unveiled by EU High Representative Catherine Ashton to change the EU's presence in Bosnia Herzegovina. The conclusions document published on Monday by the EU foreign ministers says that the main condition to be met if the EU is to ratify the stabilisation and association agreement (SAA) with Bosnia is for the Bosnian constitution to comply with the Europe Convention of Human Rights. Other criteria to be met by Bosnia include passing a law on state aid, a national census and speeding up reforms to bring the country closer to the EU, explains the conclusions document. The Council confirmed that a single EU representative will be appointed for Bosnia Herzegovina, who will be provided with a range of tools to make the most of the incentives provided by the EU. The single EU representative will have the powers of an EU head of delegation in the country and will therefore be able to facilitate matters relating to Bosnia's process of moving closer to the EU like funding from the pre-accession fund, and will be able to monitor the progress of bodies introduced by the SAA. The EU27 have not been able to agree, however, on who exactly should be given the post, currently held by Austria's Vanelntin Inzko, while Dimitris Kourkoulas of Greece heads the EU delegation in Bosnia. The Council supported the EU high representative's idea of restrictive measures like a freezing of assets and a visa ban on Bosnians blocking the peace process and said that the EU's two CSDP missions in Bosnia needed to be subject to regular examination (the EUPM police mission and the EUFOR Althea military mission), assessing the situation on the ground and examining how the EU should commit to the region in the future.
