On Monday, the Foreign Affairs Council published a conclusions document on religious intolerance, discrimination and violence, which only makes a single mention of persecution of Christians although it criticises violence and discrimination against Muslims and other religions. The Council of Ministers was unable to agree on a draft document at its previous meeting because Italy said that it was too vague, but the United Kingdom and some Scandinavian countries did not want any references to specific religions (see EUROPE 10306).
