The situations in Libya and Bahrain are centre stage at the moment and at their meeting on Monday 21 February the EU member states' foreign ministers did not spend long talking about Bosnia Herzegovina over lunch. However, a more organised debate will take place on the EU's Bosnian strategy next month. It is likely that Bosnia will be required to meet a range of conditions before the ratification process for the stabilisation and association agreement (ASA) with the EU can be concluded. The EU requires Bosnia to finalise a series of reforms on state aid and the constitution, and also to appoint a single representative to the EU before the country will be able to lodge a request to join the European Union (see EUROPE 10319).
