In the 10 years since China joined the WTO in 2001, its trade policy has seen substantial developments: China is now behaving more like a very large and complex economy and less like a small or medium-sized economy; its tendency is no longer towards unilateral liberalisation, but to a determined reciprocity, explained the director of the European Center for International Political Economy (ECIPE), Razeen Sally, in a working document published at the end of January. He argues that the short-term challenges for China are to contain protectionism and to do more to stimulate unilateral liberalisation, linked to structural reforms to its economy. What this means, says Sally, is attacking regulatory barriers to trade, particularly in services and investment.
