In the report to be debated shortly by the European Parliament agriculture committee, German Christian Democrat Albert Dess is about to propose, according to some sources, an alternative to the green component in direct aid suggested by the European Commission. He may be about to propose transferring up to 20% of the national envelope of the agricultural policy's first pillar (direct aid) to the second (rural development) for allocation to farmers who meet environmental requirements. Measures which receive support from these Community funds would have to be 10% co-financed by member states. EUROPE will return to this issue. (L.C./transl.rt)
