Brussels, 27/01/2011 (Agence Europe) - Addressing the European Parliament's constitutional affairs committee on Wednesday 26 January, the Hungarian foreign minister, János Martonyi, said that the Hungarian Presidency's three institutional priorities are respecting the simplified procedure for changing the Lisbon Treaty to introduce a permanent eurozone crisis management mechanism, implementing the Citizen's Initiative as soon as possible, and the EU joining the European Convention of Human Rights. On amending the Treaty, he said it was important to ensure proper coordination of the EP, the Commission and the Council of Ministers. The MEPs stressed the importance of building up economic governance and urged the Presidency to work to ensure the Citizens' Initiative comes into practice as soon as possible. Following adoption of the Citizens' Initiative regulation late last year, member states now have 12 months to transpose it into their legal systems and set up the administrative structures needed for citizens' initiatives to take place. Addressing the foreign affairs committee, Martonyi announced that the Hungarian Presidency was making the conclusion of EU accession talks by July 2011 an absolute priority, adding that if all went well, the negotiations would be concluded during the Hungarian Presidency so the official signature can be arranged by Hungary's friends, the Poles, who will be taking over at the helm of the EU Council of Ministers in the second half of this year.
