Andorra is the last European country on the OECD tax haven blacklist. The country has two crown princes. Under the Andorran constitution, one of the two crown princes is the President of France, known as the 'Canon of Latran,' but he or she does not usually make use of the powers that come with this position. The other is the Bishop of Urgel. The Bishop is finding it tougher than the Canon to leave the refuge of a tax haven behind and face the real world! (J.R. trans fl)
