Road to implementation of SAA interim agreement seems to be open - A decision at Monday's Council?

Brussels, 03/12/2009 (Agence Europe) - The prosecutor of the International Criminal Tribunal for the former Yugoslavia (ICTY), Serge Brammertz of Belgium, was to present his report on Serb cooperation with the court to the UN in New York on Thursday evening. According to several sources, the report should prove generally positive, which could mean that the Netherlands will bring the interim stabilisation and association agreement (SAA) out of deadlock at the External Relations Council on Monday 7 December in Brussels. “If it seems Serbia is doing everything it can to cooperate with the ICTY, this will have consequences on the position of the Netherlands”, the spokesman for the Dutch foreign minister, Bart Rijs, confirmed in answer to AFP questions. On Friday, member state ambassadors (Coreper) will discuss the report by Mr Brammertz and the conclusions to be drawn. The Dutch position could therefore be known on Friday, or Monday in Council. According to some diplomats, it cannot be ruled out that the Netherlands will opt for a “gradual approach”: - immediate release of the interim SAA but not yet the SAA ratification process strictly speaking (launch of such a procedure requires a unanimous decision from Council). In the event of approval for the interim SAA (that Belgrade has already initiated with unilateral implementation), it is not to be ruled out that Serbia may submit its application for membership by the end of the year.
