12/10/2009 (Agence Europe) - The Association of European Rail Infrastructure Managers (EIM) on Thursday 8 October welcomed the decision of the European Commission to send a series of reasoned opinions for failing to transpose the first railway package. However, it indicates that the pursuit of infringement procedures is not enough to bring about a satisfactory functioning of the railway markets, which can be achieved only by the revision of this package. The EIM goes on to urge the Commission to ensure that this revised package is not limited to the amendment of the points raised in the infringement proceedings (lack of independence of the infrastructure managers, failure to implement provisions on tariffs, absence of independent regulatory bodies), but also tackles competition distortions within related services.
