19/02/2001 (Agence Europe) - The British Liberal Democrat Andrew Duff, member of the European Parliament, called on the Swedish Presidency of the EU Council to specify what elements of the European Charter of Fundamental rights the Council considers binding and those it does not. Thus Mr Duff rapidly reacted to the proposals made on 13 February in Strasbourg, before the EP Constitutional Committee, by the Swedish Secretary of State Lars Danielsson who, indicated the MEP in his questions, asserts that the Council does not consider the Charter as being "binding in all its aspects", though "solemnly proclaimed".
