On Friday 29 July, the Commission adopted a report assessing the progress reported by Italy in recovering the amounts due from milk producers by virtue of the additional levy for the period 1995-96 to 2001-2002 (see EUROPE 11263). “In spite of numerous repeated requests by the Commission, the majority of the amounts due have still not been recovered by the Italian authorities”, the report notes. In early August 2015, the Commission brought action against Italy before the Court of Justice of the EU on the basis that it had failed in its obligation to take sufficient measures to guarantee an effective and efficient recovery of levies on surplus from milk producers who overran their individual quotas during the years in which Italy exceeded its national milk quota (case C-433/15).
