“European umbrella” for taking in Guantanamo detainees

Brussels, 04/05/2009 (Agence Europe) - On Thursday 30 April, EU anti-terrorism coordinator, Gilles de Kerchove, suggested creating a “European umbrella” to respond to the US request for the European Union to take in detainees. Mr de Kerchove was addressing a Political and Security Committee (COPS) and indicated that the European strategy could reconcile both an external and internal response. The first is linked to the Schengen Area and involves information sharing management between member states on detainees. It is expected to be the subject of the Justice and Home Affairs (JHA) conclusions on 4 June. The second, which could take the form of a political declaration for the US, is likely to be taken to the General Affairs and External Relations Council (GAERC) on 15 May. Until now, only France has made a formal commitment to examining the reception of one Algerian prisoner. On Sunday 3 May, Germany did, however, confirm that it had received an official demand from the US involving a list of a round ten detainees. This includes Ouigours from an ethnic minority in China and who are in danger of ill-treatment if they are sent back to China. The capital of Bavaria, Munich, has the biggest Ouigour community in exile in the world, with around 500. The minister of the interior, Wolfgang Schauble said that he was prepared to consider the possibility of taking in detainees, although he has met opposition on the question. (B.C./trans/rh)
