Brussels, 13/10/2008 (Agence Europe) - EU foreign ministers at Monday's External Relations Council in Luxembourg decided to lift the visa ban in place for three years on about 10 top leaders and government members responsible for the Andijan massacre in May 2005. The decision will change nothing on the ground, since application of this “restrictive measure” was suspended in 2007.
