Brussels, 03/10/2008 (Agence Europe) - The chair of the Agricultural Negotiations Committee at the World Trade Organisation (WTO), New Zealander Crawford Falconer, started new talks in Geneva on 2 October 2008 on his 10 July 2008 draft compromise deal (see EUROPE 9702), believing that it is not possible at this stage to consider the progress made in the July 2008 ministerial summit as finalised (see EUROPE 9714). These talks will cover the issues over which Falconer says members are still divided, like whether or not to set up new tariff import quotas for sensitive products; possible derogations to the principle of tariff implications which involve converting customs duty into percentages; and Green Box measures (aid which does not distort competition) that allow developing countries to create stocks of farm products from produce grown by their own farmers. Falconer is planning talks on various issues in the week of 6 October 2008, like sensitive products, special safeguard mechanisms and specific measures for the United States from the Blue Box (aid that has a limited impact on trade). Crawford Falconer will be leaving his post as WTO farm mediator before Christmas and is planning to produce a new version of his compromise deal in the week of 13 October. (E.H./transl.fl)
