13/11/2007 (Agence Europe) - In a meeting in Brussels on 7 November on extending the free movement of individuals to Romania and Bulgaria, the EU failed to reach agreement with Switzerland. Both agree that access to the labour market for workers from the two new EU member states should be a gradual, controlled, process. They disagree, however, on the length of the safety clause whereby quotas can be re-introduced in the event of mass immigration. Switzerland is suggesting the clause should last until the end of 2018 but the EU wants it to last until the end of 2016. The next round of talks will be held in Switzerland on 12 December 2007. Unlike other EU citizens, Bulgarians and Romanians need a visa to enter Switzerland if they plan on staying more than 3 months. (B.C.)
