New EU anti-terror tsar to make his appearance at informal meeting in Lisbon on 1 and 2 October

Brussels, 28/09/2007 (Agence Europe) - The new counter-terrorism coordinator, Gilles de Kerchove, will be meeting EU home ministers for the first time at the Informal Justice and Home Affairs Council to be held in Lisbon on Monday 1 and Tuesday 2 October. Mr de Kerchove, who was only recently appointed to the post (EUROPE 9505), will take part in a debate with home ministers on Monday morning on counter-terrorism. They will look at four specific points: - intelligence and information exchange, Community policing, reinforcing security with freedom, and technology for security. At the end of the morning, ministers will look at implementation of new technologies on integrated border management. The Portuguese EU presidency has chosen to speak on following up action underway concerning the European border agency (Frontex), the visa information system (VIS) and the second generation Schengen Information System (SIS II), which should be operational in May 2009 (EUROPE 9444). Ministers are also expected to discuss measures currently used in some member states, such as “Rapid”, an instrument allowing travellers with electronic passports to enter and leave a country through automated gates. They will also look at proposals on which the Commission is currently working, namely: the introduction of an entry/exit system for registered passengers. The possibility of creating an electronic travel authorisation, after the fashion of that being set up in the United States, will also be examined (EUROPE 9471). On Monday afternoon, justice ministers will take over and look at the “e-justice” theme, with a view to defining guidelines for using the legal electronic communication system at European level. Discussion will turn to whether a “standard clause” should be adopted at EU level in order to encourage the practice of acts through electronic means, and also to the question of cross-border exchange of information, making it compulsory for member states and their authorities to electronically exchange documents. On Tuesday, these same ministers will discuss child protection and the different ways of stepping up child protection in the EU and beyond. They will consider whether it is possible to legislate at EU level on cyber-crime involving children. The possibility of creating a list of missing children in the future e-Justice portal and an “EU Child Alert” system will be part of the discussion. (bc)
