Benita Ferrero-Waldner in Tokyo welcomes both sides' desire to start talking again - meeting in Oslo in October

Brussels, 12/09/2006 (Agence Europe) - At a press conference in Tokyo on 12 September, EU External Relations Commissioner Benita Ferrero-Waldner said the meeting of Tokyo donors to Sri Lanka had been especially important because the Sri Lankan government and the Tamil Tigers had both indicated their willingness to 'come to talks unconditionally'. Ferrero Waldner attended the press conference alongside the three joint chairs of the Tokyo donors conference on Sri Lanka, from Norway, Japan and the US (a representative of the Finnish Presidency also attended the talks). The Commissioner said they hoped there would be a meeting at the beginning of October in Tokyo, adding that the facilitators would meet again at the end of October to examine progress. She warned that both sides had to end all forms of violence and 'show maximum flexibility on the arrangement proposed by the facilitators'. She said tha t in Tokyo, they had all condemned the new round of violence from both sides which jeopardised the ceasefire and the peace process, deploring the human suffering and the resulting exodus of refugees to India. In Sri Lanka, there have been violations of human rights and the culture of impunity has to come to an end, she continued, explaining that the Sri Lankan President had asked for international aid to deal with human rights issues in Sri Lanka. The EU will send a high level mission, said Ferrero-Waldner, but warned that if the violence continued, the EU would be forced to withdraw the NGOs present in the country (17 Sri Lankan NGOs and one French NGO have recently received EU aid), along potentially with funding for Sri Lanka. 'We can support, but not deliver, peace,' she said, addressing both sides in the conflict (see EUROPE No. 9262 on the EP's resolution).
