New campaign on European referendum

Brussels, 27/07/2006 (Agence Europe) - Mercedes Bresso, newly re-elected President of the Union of European Federalists at the Vienna Congress on 1st July, believes that the pause for reflection on the European Constitution should be brought to an end. It is “an illusion to think that a more democratic and a more effective Europe can be built without a European Constitution,” said Ms Bresso, President of the Piedmont Region and former MEP. In these conditions, says a press release, the UEF proposes that the Constitutional Treaty - possibly amended by a democratic Convention if the governments and the European Parliament decide that it is convenient and necessary to amend it - should be submitted to a European-wide consultative ballot at the same time as the 2009 European elections. In addition, the Constitutional Treaty should come into force if, during this European consultation, it is approved by a majority of citizens and Member States. The reality in an enlarged Europe is “that it is impossible to go on unanimously. A majority of citizens and states cannot be stopped by a minority,” said Ms Bresso.
