20/07/2006 (Agence Europe) - Council of Europe experts will soon be able to visit all the detention centres in Kosovo to check that detention conditions are in line with the European Convention for the prevention of torture and inhuman or degrading treatment or punishment. Letters exchanged between Secretaries General Jaap de Hoop Scheffer, for NATO, and Terry Davis, for the Council of Europe, have set out the terms and conditions of the inspections to be carried out in NATO detention camps....
