Brussels, 05/12/2005 (Agence Europe) - During the Energy/Telecommunications Council on 1 December, ministers responsible for telecommunications in the EU adopted conclusions on accelerating the transition from analogue to digital broadcasting in response to the Commission communication of 29 September. Discussions showed that the situation differed greatly from one Member State to the next, some being already quite advanced in the process while others are lagging behind when it comes to transition. Although all recognise the need for switch-over, which will improve the quality of services and free large portions of the spectrum allowing them to be used for other applications, some Member States highlighted the complex nature of the process which will mean that some countries (one or two, Council President Alun Michael said without saying which ones) will not be able to complete the transition by 2012. Member States have undertaken to publish their proposals on digitalisation by 2006 in coordination with broadcasters. Commissioner Viviane Reding recalled that she had tackled the issue with audiovisual ministers during the Education, Media, Culture and Youth Council on 16 and 17 November. Discussions had shown that some countries had already switched over to digital broadcasting, but others not. She recognised that 2012 is a target date and that a small minority will not be able to keep to that deadline. She also pointed out that the Commission planned to suggest a joint meeting between telecommunications and audiovisual ministers to ensure a successful transition to digital technology combining advantages for the telecom sector and for content.
