Brussels, 24/08/2005 (Agence Europe) - The European Parliament is to vote on a proposed regulation suggesting that a black list of unsafe airlines and be drawn up "in September or October, which means that it will be implemented at the end of 2005 or early 2006, said the European Commissioner for Transport, Jacques Barrot, in an interview with the Parisien of 23 August, quoted by the agency Reuters (for more on this, see EUROPE 9009 and 9011). This list, which will be "drawn up on the basis of information provided by members of the European Union", will be "accessible on the Internet in real time", and will be kept up-to-date by the European Aviation Safety Agency, said Commissioner Barrot, adding: " these days, some of the Member States do not communicate the information they have, which leads to various problems we have experienced". "Basically, as of 2006, if a Member State does not monitor aircraft coming from a third country and using one of its airports, the Commission will be able to take punitive action", Mr Barrot warned, adding: " currently, the European Union charters one third of all world flights, but only one accident out of every 10 involves a European airline. We already have a much safer sky, but we must make further progress". He stressed: "the creation of a black list will be a very important thing. It will soon be added to by a directive which, when it is transposed by the countries of the Union, will oblige the Member States to monitor third country airlines, and I'm thinking mainly of charters and low-cost airlines which may pose problems".
