18/07/2005 (Agence Europe) - Addressing a group of reporters on Thursday, Austrian Green MEP Johannes Voggenhuber, European Parliament co-rapporteur along with British Liberal Democrat Andrew Duff on the role the European Parliament should be playing during this period of 'reflection' on the future of Europe, regretted that neither the European Parliament nor the European Commission had either the desire or the ability to react in an appropriate manner to the extraordinary crisis of confidence the EU found itself in after the Dutch and French 'No' votes to the European Constitution. The EP's political parties have not been able to agree on a common resolution to try and identify and list the problems that have given rise to the current gulf between the EU and its citizens, the Barroso Commission has 'hidden' behind its 'Plan D', but we don't know if D stands for Democracy and Dialogue or Dilemma and Disaster, said Voggenhuber. But the EP now has to play a leadership role and launch debate with the voting public to win back their trust. But how? I don't have any idea yet, said Voggenhuber, adding that the EP would be thinking about this for the next few months. An initial draft report will be published at the end of September, but the final report will not reach the plenary until the beginning of December. Voggenhuber said he wanted the Constitution ratification process to continue.
