05/07/2005 (Agence Europe) - The Council does not appreciate the framework agreement on relations between the European Parliament and Commission, signed on 26 May. Hence, it approved a declaration in mid-June, which has just been published in Official Journal C 161 of 1 July 2005. The Council considers that “several provisions in the new framework agreement seek to bring about, even more markedly than the framework agreement of 2000, a shift in the institutional balance resulting from the Treaties in force”. The Council believes that the agreement goes too far in permitting a kind of individual censorship of Commissioners and the involvement of the EP in international negotiations.
