EU accepts idea of rebalancing OSCE missions as long as human dimension is safeguarded

Brussels, 18/03/2005 (Agence Europe) - The ambassadors of the 26 European Union Member Sates meeting within the Political and Security Committee (COPS) held a discussion on Tuesday in Brussels on the “real crisis” that the Organisation for Cooperation and Security in Europe is going through. On the basis of a first document drawn up by the secretariat general of the EU Council, they held a long discussion on two of the three problems facing the OSCE, namely budget and reform. This first exchange of views allowed it to be noted that Russia's blocking of the organisation's budget mainly translates this country's “malaise” with regard to the OSCE and poses a real political problem. Noting this, the ambassadors stressed the importance of the OSCE and the quality of its work especially in the context of missions on the ground and electoral observation. They all stressed that the EU must provide support to the OSCE in this crucial period and at the same time negotiate with the Russians. On the whole, the representatives of the Union countries (that provide 70% of the OSCE budget) agree to re-balance the three dimensions (human, security and economy) of the organisation, as Russia hopes, but not to the detriment of the human dimension.
