20/01/2005 (Agence Europe) - When the Spanish give their vote on the European Constitution at the referendum on 20 February, they will have a “weapon of mass construction” in their hands, Prime Minster Zapatero said on television on Wednesday (a wordplay on weapons of “mass destruction”, used as a pretext for war in Iraq). We shall be the first to ratify the Constitution by a referendum, and “many millions of Europeans will be watching us”, José Blanco, PSOE official, commented.
