15/12/2004 (Agence Europe) - On Tuesday, the European Commission sent a reasoned opinion to the Netherlands, for failing to communicate national provisions to implement the first railway package, which was adopted in 2001. The reasoned opinion is the first stage before a formal complaint to the Court of Justice.
